New Customs Regulations in Mexico
Dear Customer,
We would like to inform you of the upcoming Mexico Customs ¡°24 Hours Rule¡± for Import cargo into Mexico beginning September 1, 2007 (applies to cargo loaded at origin port beginning on September 1st).
Customs Authorities in Mexico have announced, in their Official Gazette, the rules regarding this new regulation. Regulations can be found at Mexico Customs web site: http://www.aduanas.sat.gob.mx/aduana_mexico/2007/A_Body_Normatividad.html, click on ¡®Reglas Actualizadas a la Segunda Resolucion¡¯, and find section 2.4.5. According to these rules, Sea Carriers must provide cargo details 24 hours in advance of loading cargo bound to (or transshipping through) Mexican ports. This measure serves the same security purpose as similar regulations in the United States and Canada.
In order to ensure compliance with this new regulation, PANTRANS will require an accurate and complete cargo declaration from shippers 96 hours (or at least 72 hours) prior to vessel arriving at origin to allow enough time to declare to Mexico Customs. This will include the following information:
a) Name and Complete address of the shipper, consignee, and of the person who shall be notified of the arrival, as stated in the bill of lading. b) Amount of merchandise and measurement unit. If the merchandise is carried in containers, the amount and measurement unit shall also be specified for each container. c) Gross weight or volume of the merchandise. If the merchandise is carried in containers, the gross weight or volume shall be specified also for each container. d) Merchandise description, avoiding general descriptions that do not allow proper identification of the nature of the merchandise; such as: ¡°general cargo¡±, ¡°dry cargo¡±, ¡°chemicals¡±, ¡°perishable items¡±, ¡°bulk merchandise¡±, ¡°bulk minerals¡±. e) Number, quantity and dimensions of containers. f) Seal number(s) for each container. g) Type of Service contracted. h) In case of dangerous merchandise, state class division (IMO) and United Nations number (UN nr), as well as a telephone contact number for emergencies.
PANTRNS is making the necessary modifications to our systems in order to meet Customs requirements. We urge customers to provide the above information in a timely manner to avoid any resulting fines.
